City of Beloit, WI Case Study
Case Study
The Beloit WI Police Department is a law enforcement agency dedicated to providing professional and effective public safety services to the residents of Beloit, Wisconsin. The department is headed by Chief Andre Sayles and has approximately 68 sworn officers and 19 civilian employees. The department is responsible for a wide range of services, including patrol, criminal investigations, community policing, and crime prevention. The Beloit WI Police Department is committed to building strong relationships with the community and works collaboratively with residents, businesses, and community organizations to improve the quality of life for all. The department prides itself on its professionalism, integrity, and dedication to protecting and serving the citizens of Beloit.
In 2022 Chief Andre Sayles crossed the Stateline to meet with the Winnebago County Sheriff’s Department on dealing with crime between state lines referring to criminal activity that occurs in one state and has an impact on another state. This can include a wide range of crimes such as drug trafficking, auto theft, human trafficking, and other types of organized crime. These crimes can be particularly challenging for law enforcement agencies, as they often require coordination and cooperation between multiple jurisdictions. Crime between state lines has a significant impact on public safety and can lead to a range of social and economic consequences. As a result, law enforcement agencies often work together to share information, coordinate investigations, and implement strategies to prevent and combat crime between state lines. In this situation Chief Sayles seen what Rockford and Winnebago County were deploying with MTOP and contacted us to be part of the growing ecosystem to combat Crime.
The mission of Chief Sayles was to first expand his video surveillance throughout the city with an emphasis of capturing video at major intersections and capturing of license plates at entrances into Beloit. Through MTOP a common platform it will enable Beloit, Winnebago County and Rockford to share surveillance footage and other video data with each other in real-time, allowing for faster and more efficient investigations. This can help identify suspects, track criminal activity, and prevent crimes from occurring in other jurisdictions.
Solution Deployed
MTOP Edge Collector (MEC)
Design and install a Cloud based portable video camera system in specified intersections across the city to enhance public safety and aid in crime prevention and investigation. Benefits include:
Crime Prevention: Video surveillance can act as a deterrent to criminal activity, as it increases the likelihood of criminals being caught and prosecuted. By capturing intersections on video surveillance, law enforcement agencies can monitor for suspicious activity and respond quickly to incidents, which can help prevent crime from occurring in the first place.
Traffic Safety: Video surveillance can be used to monitor traffic at intersections and identify potential safety hazards, such as vehicles running red lights or pedestrians crossing in unsafe areas. This information can be used to inform traffic safety initiatives and reduce the number of accidents and fatalities on the roads.
Faster Emergency Response: Video surveillance can be used to monitor for emergency situations, such as accidents or fires, at intersections. By capturing these events on video, emergency responders can quickly assess the situation and respond accordingly, potentially saving lives and minimizing property damage.
Evidence for Investigations: Video surveillance footage can provide valuable evidence in criminal investigations, particularly when it comes to identifying suspects and providing visual evidence of criminal activity. By capturing intersections on video, law enforcement agencies can increase the likelihood of capturing useful footage that can be used in investigations.
Improved Public Safety: Capturing intersections on video surveillance can help improve overall public safety by providing a greater sense of security and deterring criminal activity. This can help residents and visitors feel safer in the city and contribute to a more positive community atmosphere.
License Plate Readers: This data can then be analyzed to identify patterns or suspicious activity and used to investigate crimes or prevent criminal activity.

I am Chief Andre Sayles of the Beloit Police Department, and I am honored to provide this testimonial for the extraordinary team at MTOP Enterprise.
MTOP Enterprise has been an instrumental partner in our pursuit of advanced law enforcement solutions. The intersection video system they delivered is nothing short of revolutionary, outperforming any License Plate Recognition (LPR) system in the industry. As a law enforcement professional, I understand the importance of staying at the forefront of technology, and MTOP’s product has proven to be a game-changer for us.
What truly sets MTOP apart is their commitment to collaboration and accessibility. Unlike many technology providers, we can pick up the phone and speak directly with the team responsible for developing the product. This level of engagement and transparency has allowed us to customize the system to meet our precise needs and seamlessly integrate it into our operations.
Our partnership with MTOP extends far beyond the intersection video system. We have worked with their team on several application developments, and their professionalism, expertise, and commitment to excellence have consistently impressed us.
Looking ahead, we are excited to implement the Intel Module and establish a Gang Task Force to collaborate with Winnebago County, all powered by MTOP’s innovative solutions. Furthermore, our vision includes connecting downtown business cameras via MTOP and building a state-of-the-art Real-Time Crime Center that will set new standards in law enforcement capabilities.
